The Department of Military & Veterans Affairs
At the heart of its mission, the Department of Military and Veterans Affairs (Department) promotes and provides service transition-related assistance and programs that advance veterans’ careers, services, and benefits. In partnership with other County departments, State and federal agencies, these programs include mental health counseling, financial planning and advising, veteran advocacy, employment opportunities, housing, support, and assistance regarding benefits and entitlements for dependents and survivors as provided under federal, State, and local laws and regulations.
In support of these goals, the Department works actively with the Board of Supervisors, as well as other elected officials and lawmakers to ensure that new and upcoming legislation is positively oriented toward our veterans and their families. Additionally, the Director serves as an active liaison between veteran constituents and other governmental organizations and agencies, providing important and critical connections that help maximize their benefits and services.
Some examples of important initiatives include Veteran Peer Access Network (VPAN), a community-driven, peer navigation program that assists veterans with issues such as homelessness, substance abuse, unemployment, suicide prevention, and incarceration. Another highly successful initiative is the County’s Aerospace Workforce Development initiative that helps create career pathways through apprenticeships to develop workforce pipelines for the aerospace industry. Finally, the Veteran Suicide Review Board was created by the Board of Supervisors with the intent to prevent veteran suicides within the County of Los Angeles.
For these reasons and more, the Chief Deputy plays a vital and critical role in ensuring that our County’s veterans will always have the assistance they require locally to obtain the support that they need and deserve from State and federal levels, operating under a “mission first, people always” approach. The Department is headquartered in the heart of Los Angeles at the Bob Hope Patriotic Hall, where staff coordinate and provide direct services and oversight for our veteran community’s needs for the entire County
The Position
The County of Los Angeles is excited to announce our search for the next Chief Deputy of the Department of Military and Veterans Affairs! This important executive role will direct and oversee all operations in the Department, which includes ensuring adequate staff levels necessary to provide assistance to Los Angeles County veterans and their dependents in obtaining benefits and entitlements, create new trade-related/civilian career-oriented assistance programs for military transitioning veterans, as well as the management, operation, and oversight of Bob Hope Patriotic Hall.
In addition to providing executive direction and oversight in all planning and execution of the organization’s mission and goals, the Chief Deputy will oversee 70 personnel and an operating budget of $23 million.
This role will be expected to thoroughly interact with the various local, State, and federal level veteran-oriented organizations, establish relationships and exercise rapport with elected officials and other important stakeholders, interact with State legislators and help influence the creation of positive legislation for veterans and their families, as well as serve as the Board’s key advisor in all matters related to veterans and the programs that the Department oversees.
Key Responsibilities
- Leadership and Management: Develop and implement strategic plans, including setting goals, establishing budgets, and allocating resources effectively. This involves overseeing the day-to-day operations and activities of the Department and making strategic decisions to achieve its goals.
- Budget Oversight and Resource Management: The Chief Deputy is typically involved in managing the Department’s budget, allocating resources effectively, and ensuring fiscal responsibility. This may involve identifying funding sources, monitoring expenditures, and making budgetary decisions to support Departmental initiatives.
- Policy Development and Implementation: The Chief Deputy plays a key role in developing policies and procedures related to military and veterans affairs, in alignment with the Department’s mission and objectives. They must ensure that these policies are effectively implemented and comply with relevant regulations and laws.
- Interagency Coordination and Collaboration: Military and veterans affairs often require close collaboration with various government agencies, nonprofit organizations, and community groups. The Chief Deputy is responsible for fostering partnerships and coordinating efforts to address the needs of veterans and military personnel effectively.
- Advocacy and Outreach: A crucial aspect of the Chief Deputy’s role is advocating for the needs and interests of veterans and military personnel within the County. This may involve engaging with the Chief Executive Office, the Board of Supervisors and their staff, other County department leaders and policymakers, representing the Department in public forums, and conducting outreach activities to raise awareness of available services and benefits. These responsibilities are aimed at ensuring that the Department of Military and Veterans Affairs in Los Angeles County effectively serves its constituents and fulfills its mission to support veterans, military personnel, and their families.

Qualifications
- A Bachelor’s Degree from an accredited four-year college or university in any academic field.
- Minimum of five years of demonstrated management experience in leading major administrative areas such as personnel, budget, contracts, risk management, and/or facilities management of a major division or bureau in a County department, or major division of a complex business.
- Proven leadership and demonstrated experience in developing, managing, and expanding programs in collaboration with individuals, groups, non-profit organizations, elected officials, advocacy groups, and other stakeholders, that promote access, diversity, equity, and inclusion.
- Demonstrated experience in finance, budget development, resource allocation, and revenue generation.
- All applicants must have a valid California Class “C” driver’s license or ability to utilize an alternative method of transportation when needed to carry out essential job-related functions.
Desirable Qualifications
- Demonstrated experience and ability to operationalize and oversee various components of an ambitious Departmental agenda;
- Demonstrated experience with building and overseeing programs that highlight innovation, inclusivity, and sustainability;
- A natural ability to engage with people; demonstrated ability to build a strong, team-oriented leadership structure and working environment that is mission-focused and people-oriented;
- Possesses a large portfolio of existing relationships with local community stakeholders, non-profit organizations and advocacy groups, particularly those in the military and veterans affairs community;
- Very strong administrative skills and high level of proficiency in gathering data from diverse sources and synthesizing them into comprehensive and intricate reports
- A Master’s Degree in Business or related field from an accredited university; 6) Demonstrated experience in implementing programs and developing partnerships with local community stakeholders, non-profit organizations and advocacy groups.
- Ability to oversee and provide guidance to multiple programs that are high-profile and time-sensitive; possess a natural ability to enthusiastically engage with and collaborate on a high level with a wide range of stakeholders, including local, State, and federal level government offices;
- Strong ability to multitask and absorb, analyze, and resolve multiple, on-going, and highly sensitive operational priorities;
- Current working knowledge of the County departments and leadership, structure, as well as cross departmental working dynamics – experience working with the Board of Supervisors, Chief Executive Office, etc. a plus.
- Experience with public speaking at organizational levels (i.e. department) and large public settings (i.e. townhall environments) preferred; and
- Strong preference for applicants who are veterans of the U.S. Armed Forces.
Compensation
Annual Salary Range: $152,556 – $237,255
Starting annual salary will be dependent on qualifications and career accomplishments. This is an unclassified position that is subject to the provisions of the County’s Management Appraisal and Performance Plan (MAPP) and is compensated at the MAPP Range of R13.
