Description
GENERAL STATEMENT OF DUTIES: Perform responsible work in preparation and review of community development activities to ensure compliance with federal regulations and program policies.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Community Development Director and Community Development Supervisor. The employee is expected to exercise mature and independent judgment in developing work methods and carrying out assignments.
TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to any or all of the following:
- Assist Supervisor to establish and implement operational policies, goals, and objectives.
- Assist Supervisor’s with6 grant-funded services and programs.
- Assist in the preparation of the Consolidated Annual Performance and Evaluation Report (CAPER).
- Instruct and assist personnel of lower classification in the preparation of records and reports.
- Monitor program participants, sub-recipients and contact agencies for compliance with program requirements.
- Attend closings for sale of city-owned properties developed with Community Development funds.
- Keep informed of community, social and economic resources available to the city, low- and moderate-income individuals and businesses located in neighborhoods that serve low- and moderate-income individuals.
- Coordinate projects and maintain cooperative and collaborative working relationships with city departments, outside contractors and other agencies to accomplish goals and resolve project conflicts.
- Perform other related duties as assigned and required by local, state, and federal government.

DESIRABLE QUALIFICATIONS:
- Possess and maintain a Real Estate Salesperson License.
- Possess and maintain a Lead Based Paint Supervisor’s License.
- Ability to communicate professionally and effectively, both orally and in writing.
- Ability to maintain records and prepare reports.
- Ability to establish and maintain effective working relationships with other employees, government officials, developers, bankers, civic organizations, community development professionals in other communities, community agencies and the general public.
- Ability to work well with others, as part of a team.
Requirements
Requirements:
- Must possess and maintain Real Estate Salesperson License within one (1) year of hire.
- Must possess and maintain Lead Based Paint Supervisor’s License within six (6) months of hire.
- Possess a valid license to operate a motor vehicle in the State of Michigan. Driving record must meet city standards to be insurable.
And one of the following groupings:
- Graduation from a college or university with a bachelor’s degree in Urban Planning, Public Administration or Business Administration.

- o Diploma or official, sealed transcripts REQUIRED with application

- Two (2) years’ experience with knowledge of local, state, and federal reporting requirements.
- Three (3) years’ experience in administration of Community Development Programs receiving Federal (CDBG or HOME) grant funds.
OR
- Graduation from a college or university with an associate’s degree in Urban Planning, Public Administration or Business Administration.

- Two (2) years’ experience with knowledge of local, state, and federal reporting requirements.
- Five (5) years’ experience in administration of Community Development Programs receiving Federal (CDBG or HOME) grant funds.
Pay rate: $66,105/year - $75,730/year (After 5 years)
